Your baby is now 18 months old. How the time flies! What milestones should they have experienced at this age?
Movement Skills (Gross Motor Skills)
Your child should be able to:
- Walk by themselves
- Possibly walk up steps or run
- Squat to pick up a toy
- Pull toys while they are walking
Your child may try to climb out of their crib at this age. If so, put a bell on the crib so you can know when they are doing it and make sure the area in their bedroom is safe and free of items they could fall or stumble upon. Their climbing out of the crib could be a sign that it's time to move into a bed.
Hand and Finger Development (Fine Motor Skills)
Your child should be able to:
- Drink from a cup
- Eat with a spoon
- Stack two objects or blocks
- Help undress themselves
- Hold a crayon and scribble a line
As they near 18 months, it will be easy for them to manipulate an object between their thumb and index finger (like turning a knob or putting a round peg in a hole). You can build on these skills by trying games such as putting large square pegs in matching holes (this is harder than with round pegs because you have to match angles), stacking five or six blocks or taking toys apart and putting them back together. You could also let them feed themselves sometimes, even if it is messy.
Language Skills
Your child should be able to:
- Use 10-25 words
- Say the word "no" and shake their head
- Respond to questions
- Produce speech-like sounds (babbling), maybe singing along to a song in tone, if not words
- Understand the concepts of "in" and "on"
- Repeat some words heard in a conversation
- Point to people when they're named and identify objects in a book
Continue speaking and reading to your child as a way to build their verbal skills. It's not unusual for them to be able to say a few words which no one can understand but their parents. They may also use one word in place of a whole sentence like "up" to mean, "Pick me up!" Being able to speak takes time, so don't be frustrated if they seem to be taking longer than other people's kids. You may find that one day they finally "gets it" and goe from rarely speaking to full sentences.
Social/Emotional Skills
Your child may:
- Like to hand objects to others as play
- Have temper tantrums
- Be fearful around strangers
- Cling to parents or caregivers in new situations
- Show affection to people they know well
- Explore alone, with a parent close by
This is the age when children start to test boundaries. Your child may say "no" to any new situations or start to throw a tantrum to get their own way. What happened to your sweet little girl who did whatever you asked? They are still there, but learning independence -- and part of that is trying to do things their way.
They are also beginning to understand what sharing is (by offering something to someone) although they may decide to take it back immediately. It's up to you as the parent to show them that temper tantrums are not acceptable and give them consequences for inappropriate behavior. But above all, be patient with them as they figure things out.
Learning, Thinking Development (Cognitive Skills)
Your child should be able to:
- Know the uses of ordinary things: a brush, spoon, or chair
- Point to a body part
- Scribble on their own
- Follow a one-step verbal command without any gestures (for instance, they can sit when you tell them to "sit down")
- Play pretend, such as feeding a doll
- Point to show others something interesting
At this stage, kids love games with a "payoff" -- they press a button and some music starts to play, for instance. They'll also love playing with bubbles you've blown for them or repeating nursery rhymes with actions.
Developmental Delays
Tell your doctor if your child can't do any of the following by 18 months:
- Point to show things to others
- Walk
- Imitate others
- Know the uses of ordinary things, like a brush or comb
- Gain new words or speak at least six words
- Notice or mind when you or another caregiver leaves or returns
- Remember skills they used to have
At 18 months, your child should also be tested for autism as well as for general development, according to the American Academy of Pediatrics. This would be particularly important if they show signs of developmental delay.
Screen Time
Children younger than 18 months don't understand that the symbols on a screen represent equivalent objects in the real world, so the American Academy of Pediatrics doesn't recommend kids watch any screens before that age, whether on TV or a tablet.
Children over 18 months can learn from high-quality educational programs, but their parents must watch with them and reteach the lessons. Don't let your child watch screens by themselves.

A rally was held in Megion in memory of the mournful events of 77 years ago

Today, ceremonies were held in Megion and the village of Vysoky in memory of the mournful events of 77 years ago, when fascist Germany attacked the Soviet Union, unleashing a war that lasted four long years.
June 22 is a date on the calendar that reminds us of those who died on the battlefields, were tortured to death in fascist captivity, died in the rear from hunger and deprivation. We remember everyone who, at the cost of their lives, fulfilled their holy duty, defending our Fatherland in those harsh years, who since June 1941 are listed as missing.
Mayor Oleg Deineka, deputies of the City Duma, war veterans and home front workers, children of war, representatives of city organizations and youth took part in the events.
« There are dates in Russian history that will forever remain in people's memory as great and tragic milestones, as evidence of the courage and resilience of our people. It has been 77 years since that terrible date that changed the course of the history of our country. The Soviet Union was drawn into the war for four long years. These were years of suffering. Every day, the entire Soviet people, young and old, forged the Victory, both on the fronts and in the rear. A deep bow to our great-grandfathers, grandfathers and fathers for standing up and giving us the opportunity to live today and build the future! ,” Oleg Deineka addressed the Megions.
Chairman of the City Duma, secretary of the local branch of the party "United Russia" Elena Korotchenko, in her address noted that back in 1941, the Soviet country gave a decisive rebuff to the aggressor, choosing the path of freedom. A moment of silence was declared in memory of the tragic events, after which the ceremony participants laid flowers at the monuments. On the same day, visits were organized to the burial places of the deceased participants in the Great Patriotic War and a memorial dinner in the refectory of the Church of the Intercession of the Mother of God.
During the 1418 days of the war, more than 27 million Soviet people died, 18 million of which were civilians. No state in the world paid such a price for liberation from the invaders.

B 19In 1996, by a decree of the head of the rural district, a plot of land (non-delimited state property) was allocated for individual housing construction, and its payment was made. The court's decision in your case is apparently based on the norm of paragraph 2 of Art. 196 of the Civil Code of the Russian Federation as amended by Federal Law No. 100-FZ dated May 7, 2013 “On Amendments to Subsections 4 and 5 of Section I of Part One and Article 1153 of Part Three of the Civil Code of the Russian Federation” (effective from September 1, 2013). According to this paragraph, the limitation period cannot exceed 10 years from the date of violation of the right for the protection of which this period is established.
The Plenum of the Supreme Court of the Russian Federation, in clause 8 of Resolution No. 43 of September 29, 2015 “On Certain Issues Related to the Application of the Norms of the Civil Code of the Russian Federation on Limitation of Actions”, clarifies that for the purposes of calculating this period, the day when the person knew or should have known about the violation of his right and about who is the proper defendant in the claim for the protection of this right, and the specified period cannot be restored.
The new provisions on the ten-year period apply to legal relations that arose before September 1, 2013, if the deadlines for filing claims on them were provided for by the previous legislation and did not expire before September 1, 2013 (clause 9Art. 3 of the Federal Law "On Amendments to Subsections 4 and 5 of Section I of Part One and Article 1153 of Part Three of the Civil Code of the Russian Federation".
To find out how the limitation period should run on your claim to invalidate the 1996 contract and apply the consequences of its invalidity, you need to determine whether this transaction is void or voidable. It depends on the basis of invalidity.
It seems most likely that your contract was disputed as being made under the influence of delusion (clause 1 of article 178 of the Civil Code of the Russian Federation), in particular, regarding such qualities of its subject that significantly reduce the possibility of using the subject for its intended purpose (permitted use of the land plot).
A transaction made under the influence of a delusion is voidable in accordance with both the former and the current version of the Civil Code of the Russian Federation.
By virtue of paragraph 2 of Art. 181 of the Civil Code of the Russian Federation, the limitation period for a claim to declare a voidable transaction invalid and to apply the consequences of its invalidity is one year starting from the day when the plaintiff learned or should have learned about the circumstances that are the basis for declaring the transaction invalid.
Therefore, the beginning of the statute of limitations in your case is the date on which you are notified by local authorities of the impossibility of individual housing construction on the disputed site. However, the fact that this period did not expire on September 1, 2013 means that paragraph 2 of Art. 196 of the Civil Code of the Russian Federation that the limitation period cannot exceed 10 years from the date of violation of the right.
Assuming that the land was originally located in a protected zone, your right has been violated since the conclusion of the contract in 1996, so the 10-year period for protecting the right has expired.
It is also possible to assume that the 1996 contract is invalid as it does not comply with the law or other legal acts (Article 168 of the Civil Code of the Russian Federation). According to paragraph 6 of Art. 3 of the Federal Law “On Amendments to Subsections 4 and 5 of Section I of Part One and Article 1153 of Part Three of the Civil Code of the Russian Federation”, the norms of the Civil Code of the Russian Federation as amended by this law on the grounds and consequences of the invalidity of transactions shall apply to transactions made after the day it entered into force.
