I recently added a baby and realized the father of the child isn't the father of the household. Early on in the game, I had my female sim get in a relationship with a sim for a task but didn't break up. My female sim married another man and had a baby, but the guardianship was given to the first partner. Is there anyway I can move the dad role for the child from the first sim to the actual husband/father?

As I understand it, never done it myself, you can through the phone adopt existing toddlers, pre-teens or teens to a new house hold/parent
I checked and there is no option for baby/infants, my bad, should've checked before I answered but all my adults were at work, irresponsible in these times but I don't think Sims can get the virus
For teens, there is an option to build friendship with an adult, who can ask the teen to move in - it will only cost time
EA_ Arrenai will know for sure, or find out but it is the weekend and it it still not dawn in her time zone . .. She'll get to it, sooner or later
Another option is to delete the baby and start a new, make sure the man you want as a father is the first (his face in the icon above the house) in the household where the crib is. That should be cheaper than an adoption.

I think you can do it with phone
Have the Sim you want to be a parent use a phone and "adopt Baby/toddler/pre-teen/teen"

I don't mean to add a new sim to my town, I was referring to the parent. I wanted one adult sim to be the biological father, but the game chose the other sim that wasn't living in the same house as the father. If there is a way to change that, I'd like to know. If not, it's fine I guess, but it'll annoy me a bit.

A Quest For Toddlers | The Sims Freeplay
A Quest for Toddlers: Unlocked at level 11 (if you started playing during/after the Holiday Update in 2013)
This is a time-limited quest-line, you’re given 5 days (4 days 23 hours remaining at the start) to unlock the ability to grow your babies into Toddlers, as well as have access to the “Adopt a Toddler” purchase action available via Sim’s phones within the game.
Reward: The Dress-Up Chest (Available in Online Store if you did not finish in time).
Tasks:
– Watch a Documentary (30-50 mins)
(It’s your baby’s birthday soon! They’ll be growing up to be a fully fledged TODDLER! How exciting! You should do some research on what’s involved in raising toddlers – there’s surely some useful info on TV.
Watch a Documentary on TV.)
– Watch ‘Sunflower Street’ on TV (40-60 mins)
(Very informative! Okay, next, your Sim needs to get an idea of what toddlers like to watch on television. Get your Sim to watch ‘Sunflower Street’ on television.)
– Change a Diaper (8 secs)
(Aw, what a great show!
Pew, what’s that smell?! Somebody needs to have their nappy changed! Have a Sim change a baby’s diaper.
– Expand or create a room
(Once your baby grows up, you’re going to need even MORE room! Expand or create a room.)
– Build the Pet Store (time depends on buildings already built, 1 day or more)
(Look at all that space! You know what would do well to fill it? Pets for your future toddler to play with! Build the Pet Store on the town map.
Running low on simoleons? There are great bargains in the Online Store!)
– Buy a Pet from the Pet Store (First Greyhound is Free)
(Look at all the adorable pets in the Pet Store! If only you could own ALL of them! Buy a pet from the Pet Store.

– Buy a Toddler’s Dollhouse from the Children’s Store
(Your new toddler is going to need toys for when the new pet gets too tired from playing! Buy a Dollhouse from the Children’s Store. You’ll find it in the Toddlers tab.)
– Have a Fancy Coffee (3-5 mins)
(Phew, that Dollhouse was HEAVY! Your Sim needs a bit of an energy hit after that haul. Have a Fancy Coffee.)
– Bake Rocky Road (12 hrs, completes even if the Rocky Road burns)
(If you’re going to have a toddler running around the house, you’re going to need snacks! Bake Rocky Road in an Oven.)
– Contemplate Life at the Lake (8 mins 30 secs)
(Isn’t the life of a Sim fascinating? One moment they’re just a weird two dimensional icon hovering over a crib and the next they’re a baby Sim. There’s a lot to contemplate here..
Go to the park lake, tap on the ducks and contemplate life.)
– Ask Statue in Park for Advice (3 mins)
(Your Sim needs some last-minute parenting advice. Who better to give parenting advice than the Thinking Man, the statue in the park near the chess boards? Ask the Thinking Man about toddlers.
Apparently he knows everything…)
– Stare at the Park Statue (4 secs)
(The Thinking Man decided to have an impromptu staring competition. Stare back!)
– Get Serious Advice from the Park Statue (1 day)
(Enough games. Your Sim needs advice. SERIOUS advice. Talk to the Thinking Man again.)

How to have or adopt a child in Sims 4
There are two ways to have children in a family: conceive a child with a spouse or adopt from a shelter.
To try to have a baby with your spouse, click on double bed and select 'conceive a baby'.
This method does not give 100% efficiency, so you can repeat the action several times to be sure.
To adopt a child into your family, click on computer and select Family and then Adopt Child. You will be shown children who can be adopted from the shelter. Children are either at the age of an infant or a child (schoolchild). The adoption procedure will cost you 1,000 Simoleons.
After completing the selection, your Sim will go to the orphanage and pick up the desired child. After returning home, you can assign a new name to the child or keep the existing one. Adopted children immediately become members of your family. nine0005
Pregnancy and childbirth
After conceiving a child, it is required to make sure that the expectant mother is pregnant. To do this, enter toilet and select the action "Perform a pregnancy test". Look at the upper right corner of the screen: did the pregnancy information appear there? If yes, then congratulations: your couple of Sims successfully managed to conceive a child.
If not, keep trying to conceive.
The duration of pregnancy is 3 days, each of which represents three months. At first, the pregnant female Sim feels uncomfortable with morning sickness. Later, the negative effects are erased, and the fact of pregnancy brings her positive emotions. The father can also interact with the child while he is in the womb. For example, check if the child is kicking. Baby care
This life stage is very symbolic and extremely short in The Sims 4. Child-related activities are limited to feeding (or breastfeeding), rocking, hugging, changing clothes, and a few other duties. Child care and upbringing

Interaction with a teenage child
Adolescents are almost adults: they can learn any skill and engage in almost all activities, including flirting. However, a teen Sim is required to attend High School .
He still needs to do homework and additional exercises if necessary. Classes at the school are held from Monday to Friday, from 8:00 to 15:00.
Teen Sims can also attend part-time jobs. To search for a job, you need to enter the appropriate section on phone or computer . Unfortunately, the jobs available at this stage are not very useful in terms of future career and professional prospects.
