Some benefits can be claimed while you're pregnant. Other benefits can only be claimed after your baby is born. Benefits you might be able to claim include:

Your midwife will give you a MATB1 certificate when you're within 20 weeks of your due date. This is proof that you’re pregnant - you may need this proof for your employer or for claiming benefits.
Best Start Foods
Best Start Foods helps eligible pregnant women and families with children under the age of 3 to buy healthy foods. The payments are loaded onto a prepaid card that works like a regular bank card.
You may be able to get Best Start Foods if:
- you or your partner, or someone you're dependent on, are getting certain benefits
If you're under 18, you can be eligible for Best Start Foods during pregnancy and up until your child turns 1, even if you're not receiving these benefits.
You may also be able to get Best Start Foods for your child even if you cannot get certain benefits because of your immigration status.
Best Start Foods provides:
- £18 every 4 weeks throughout pregnancy
- £36 every 4 weeks from birth until a child turns 1
- £18 every 4 weeks from 1 until a child turns 3
You can apply from as soon as you know you're pregnant, up until your child turns 3 years old.

Best Start Grant - Pregnancy and Baby Payment
The Best Start Grant Pregnancy and Baby Payment is a cash payment to help eligible parents and carers when they're pregnant or have a new baby.
You may be able to get this payment if:
- you're under 18
- you're aged 18 or 19 and someone is getting benefits for you or
- you or your partner are getting certain benefits
If you're eligible, you'll be paid:
- £642.35 for your first child
- £321. 20 for each of your other children
In certain circumstances, you may be able to receive a payment of £642.35 for a child that is not your first child. There's an additional multi-birth supplement of £321.20 to help with the costs of having more than 1 baby, like twins or triplets.
You can apply from the start of your 25th week of pregnancy up to when your baby's 6 months old.

Scottish Child Payment
Scottish Child Payment helps towards the costs of supporting your family. It's a weekly payment of £25 that you can get for every child you look after who's under 16. You may be able to get this payment if you're getting certain benefits.

Child Benefit
You can claim Child Benefit as soon as you've registered the birth of your child. You need to claim it within 3 months of your baby’s birth.
Child Benefit:
- is paid at a fixed amount for each child every 4 weeks
- goes straight into your bank account or through a Post Office or National Savings account that accepts direct payments
If you have your baby in hospital, you should be given an application form before you go home. You can also download a Ch3 form to claim Child Benefit through GOV.UK.

Child Tax Credit and Universal Credit
You can get Child Tax Credit or Universal Credit for your child, depending on your circumstances and how much other income you have.
You can only make a claim for Child Tax Credit if you already get Working Tax Credit.
If you cannot apply for Child Tax Credit, you can apply for Universal Credit instead.
If you already have 2 or more children in your family, you might not get any additional Child Tax Credit or Universal Credit for a new baby.
Child Tax Credit will not affect your Child Benefit.

Housing
When you become a parent it’s important to have a home which you know is safe and where you can feel settled.
Talk to your midwife if you're worried you might lose your home or that your home isn't safe for your baby.
If housing benefit or universal credit doesn’t cover your rent in full, you may be able to get a discretionary housing payment (DHP) to help meet your housing costs.

Check if a change affects your Child Benefit
You must tell HM Revenue and Customs (HMRC) about any changes to your children or living arrangements. This is called a 'change of circumstance'.
You should report the changes as soon as you know about them - ideally within 1 month.
The change might increase your payment and you might miss out on extra money if you tell HMRC late.
You should still tell HMRC if you think a change might reduce your Child Benefit - you won't save money by reporting it later. If you tell HMRC late you could get paid too much and have to pay your benefits back to HMRC. This is called an overpayment.
You have to report changes to HMRC even if another government department already knows about them. For example if you tell the Department for Work and Pensions (DWP) about a change that affects your other benefits, you still need to tell HMRC about it as well.
If you've used the Tell Us Once service to report the death of someone claiming a benefit, you don't need to tell HMRC too. Tell Us Once will let them know.
Changes to report about your child
Tell HMRC if your child:
- is 16 - 20 and leaves education or training
- is aged 16 or over and starts working for more than 24 hours a week
- starts getting income-based Jobseeker's Allowance, Universal Credit, tax credits, Income Support or Employment and Support Allowance
- gets married or forms a civil partnership
- dies or goes missing
You won't get Child Benefit anymore.
If your child starts living somewhere else or turns 16 your Child Benefit might also be affected.
If your child starts living away from you
Tell HMRC if your child:
- lives away from you for more than 8 weeks in a row
- goes abroad for more than 12 weeks - unless it's part of a school education programme or to get medical treatment
- moves in with their partner
- goes into prison for more than 8 weeks
You won't get Child Benefit anymore.
If your child goes into hospital or residential care for more than 12 weeks, you should tell HMRC. You might be able to keep getting Child Benefit if you're paying some money towards the child's needs, such as medicine, clothes or food. You have to be spending at least the Child Benefit amount on your child to keep getting Child Benefit.
If your child moves in with your ex-partner
You'll need to report this to HMRC over the phone - you'll be able to explain your situation and check whether you can keep getting Child Benefit.
If your ex-partner doesn't make a claim, you can keep getting the payments for 8 weeks.
You might be able to keep getting Child Benefit for longer if you're giving money to your ex-partner for the child and you spend at least the Child Benefit amount on your child's needs each month. HMRC will tell you when you phone them up.

If your child turns 16 years old
HMRC will send you a letter asking you about your child's plans for further education or training. You must reply to this letter, otherwise they'll cancel your Child Benefit claim on the 31 August after your child's 16th birthday.
If you don't get a letter, but want to keep getting Child Benefit, contact HMRC to let them know.
If your child stays in education or training after their 16th birthday, you can keep getting Child Benefit until they leave education - or until they reach 20 years old.
If your child has left education or training, you'll keep getting Child Benefit until the first of the following dates after their 16th birthday:
- the last day in February
- 31 May
- 31 August
- 30 November
If your child’s exams in summer 2021 were cancelled because of coronavirus, your child still counts as being in education until the end of the school year. This means you’ll keep getting Child Benefit until 31 August.
If your child has signed up with the armed services or a government-sponsored careers programme, to keep getting Child Benefit you must apply to HMRC in writing within 3 months of your child's education or training ending. You'll then get Child Benefit for 20 weeks from the date your child's education or training ended.
What counts as education or training
Your child is in education if they're studying for more than 12 hours on average a week. For example:
- A-levels or Scottish Highers
- NVQ Level 1, 2 or 3
- BTEC National Diploma
- a traineeship
- home education - if it started before they were 16
They must have started or enrolled on the course before they were 19. Degree level, BTEC higher and NVQ Level 4 courses do not count as education for getting Child Benefit.
Your child will be in training if they're on a training scheme and not getting paid. They must have started or enrolled on the course before they were 19.
You must tell HMRC if your child changes their name - it won't affect your Child Benefit amount.
Changes about you or your partner
If you get married, form a civil partnership or a partner moves in with you, you should report it to HMRC. These changes won't affect your Child Benefit amount.
Tell HMRC if you start getting payments from your local council or someone else for looking after the child. It might mean you're no longer eligible for Child Benefit.
There are extra rules about what happens to your Child Benefit if you or your partner start earning over £50,000, separate or divorce, have changes to your living arrangements or immigration status.
If you or your partner start earning £50,000 or more a year
If they live with you, you must tell HMRC if you or your partner's annual income increases to £50,000 or more before tax.
You'll start paying a 'Child Benefit tax charge'. Whoever is earning the most money will pay the tax charge - no matter who's claiming.
The more you earn over £50,000, the higher the tax. As long as your income doesn't go above £60,000 each year, it's still worth claiming.
If your income goes above £60,000 the extra you pay in tax will cancel out what you get in Child Benefit. You can choose to stop your claim so that you don't have to pay the tax - although if one of you isn't working or is working part-time it might be might be best to keep your claim going.

If one of you isn't working or is working part-time
If your partner is earning over £60,000 a year and you're not working or are earning less than £113 a week, you should keep claiming Child Benefit. This way you'll build up National Insurance contributions which count towards your state pension. It'll also mean your child automatically gets a National Insurance number when they reach 16 years old.
You can ask HMRC to keep the claim going but not pay you the benefit, so you won't have to pay the tax charge.
If the claim is in the name of the person who's working, contact HMRC to end their claim and start a new claim in the name of the non-worker.
If you've separated or divorced
You'll need to decide between you who'll keep claiming - it will usually be the person your child lives with most of the time.
If you want your ex-partner to claim instead of you, contact HMRC to end your claim and tell your ex-partner to make a new claim straight away.
If you can't agree who will claim
You can both make a claim and let HMRC decide who will get the Child Benefit. There are complicated rules about who has priority but HMRC will usually give Child Benefit to the person the child lives with the most.
You can't appeal HMRC's decision. To make sure you give HMRC all the right information about your situation so that they make the best decision, you can get advice from your nearest Citizens Advice.
If you start living somewhere else
You must tell HMRC if you:
- move house - this won't affect your Child Benefit payment as long as the child still lives with you
- go into prison for more than 8 weeks
- go abroad for longer than 8 weeks - you can tell them before you leave or within 1 month of when you leave the UK
You can keep getting Child Benefit for the first 8 weeks that you're away from the UK - as long as you still live in the UK and aren't abroad for longer than a year in total. If the reason you're abroad is to get medical treatment for you or your family, or a family member has died abroad, you can keep getting Child Benefit for the first 12 weeks that you're away.
If you go abroad for longer than a year, your Child Benefit will stop from the date you leave the UK.
If you're from the EU, Norway, Switzerland, Iceland or Liechtenstein
If you’ve lost your right to claim benefits, known as your ‘right to reside’, you won't be able to get Child Benefit.
To keep getting Child Benefit you need to show you have either settled status or another right to reside.
Your right to reside depends on things like your work, family and personal situation. You can check if you have a right to reside.
If you're not from the EU, Norway, Switzerland, Iceland or Liechtenstein
A change to your immigration status might also affect your Child Benefit.
Your partner might be able to claim instead if they're responsible for your child and are a UK citizen, have settled status or have a right to reside.
This is a complicated area, so it's best to get advice from your nearest Citizens Advice before reporting the change to HMRC.
Reporting a change of circumstance
It's usually best to report the change online on GOV.UK. This makes it easy to include all of the information - and you save the cost of postage. You'll need to set up an online account called a Government Gateway account.
To set up the account, you'll need your National Insurance number, Child Benefit number and a mobile phone. For security HMRC will send you a text message with a code - you'll need to enter the code on GOV.UK to be able to set up the account and report the change.
When you've finished reporting the change, HMRC will confirm they've received it. It's a good idea to take a photo or screenshot of the confirmation screen in case you need to refer to it later.
If you can't report the change online
You can write to HMRC to report the change. Write 'change of circumstance' clearly at the top of the letter. Post the letter at the Post Office and ask them for proof of postage - you might need to prove when you posted it.

If you're near the 1-month deadline, phone the HMRC helpline. It's quicker to do this than writing a letter because HMRC will get your change straight away.
Make a note of the date and time you call. Also write down the name of the person you spoke to and the HMRC office they work in - for example Birmingham or Belfast. You might need these details if you need to prove you reported the change.

If the change happened over a month ago
It's better to report a change late than not to report it at all - but it might mean you've been overpaid or underpaid. If you've been overpaid, you'll have to pay HMRC some money back.
Call HMRC as soon as you can. Make a note of the date and time you call - you might need to refer to it later. If you can, send them a letter afterwards to confirm the change you reported. This will help if you need to prove you reported the change.
You can still report the change online on GOV.UK if you can't call the helpline. It's quicker to do this than writing a letter.
You can still write to HMRC if you can't tell them over the phone or online. Write 'change of circumstance' clearly at the top of the letter. Ask the Post Office for proof of postage - you might need to prove when you posted it.
If you have a problem reporting a change in circumstance, you can make a complaint to the Child Benefit Office on GOV.UK.
Finding out how much you'll get after the change
HMRC will send you a letter telling you if your Child Benefit has been stopped or increased.
Check the letter to make sure HMRC has recorded the right change of circumstance.
If you disagree with HMRC's decision, you can ask them to think again - this is called mandatory reconsideration.
If you don't get a letter from HMRC in 30 days, call them to check they've recorded your change of circumstance.
If you get Housing Benefit
If a change in circumstance means your Child Benefit claim will stop, your Housing Benefit payments might be affected. For example, if your child has their own room, your Housing Benefit might be reduced by what's known as 'the bedroom tax'. You can check how the bedroom tax will affect your Housing Benefit.
You should contact your local council to tell them that your Child Benefit has stopped so they can update your Housing Benefit claim.

Types of documents for a newborn
I divided all my son's documents into two types: basic, which are required constantly or often, and non-basic, which are rarely needed.
I attributed to the main ones:
- Birth certificate.
- Registration at the place of residence according to form No. 8.
- SNILS.
- CHI policy.
I put the following documents in the list of minor documents:
- A note about the child in the parents' passports.
- Russian citizenship stamp on the birth certificate.
- Paper certificate of TIN.
- Foreign passport.
In addition, we had to attach the child to the clinic, put the child on the waiting list for kindergarten, receive payments at birth, and add our son to our profile on public services. The latter is optional, but I thought it would be convenient and definitely not superfluous. Mandatory document
Documents from the maternity hospitalThe collection of documents begins at the maternity hospital. Upon discharge, we were given the following papers:
- Medical birth certificate. You will need it at the registry office to issue a regular birth certificate. The medical certificate is issued by the medical organization where the birth took place. - Birth certificate. It is needed for the state to pay for medical care for women during pregnancy and childbirth, as well as for monitoring a child in a clinic during the first year of life.
- Discharge summary. In it, the attending physician describes how the birth went, what tests and ultrasounds were performed on the child, and what recommendations the doctors gave. It also indicates the weight, height and other indicators of the child. A copy of the discharge summary will be needed by the pediatrician and gynecologist.
Procedure for issuing a medical birth certificate

In addition to the documents, we were given an instruction where it was written that the district pediatrician would come home in the next few days after discharge. You don’t need to specifically call him: the maternity hospital itself will send a request to the clinic at the place of the child’s future residence. The address of the mother is indicated in the questionnaire upon admission to the maternity hospital. The pediatrician must be given a birth certificate and an discharge summary.

It is more convenient and faster to get a certificate at the maternity hospital: it will be given upon discharge, there is no need to go anywhere else. But this opportunity is not available in all regions of Russia.
In 2022, at the MFC, a birth certificate is usually issued immediately - within an hour after the application is submitted. This is convenient because MFCs are open daily from 08:00 to 20:00. Plus, you can come at a pre-selected time without a queue. In the registry office of any region, the document is issued on the same day.
I live in Yaroslavl, so I decided to contact the registry office: in my city, maternity hospitals do not issue birth certificates, and registration through the MFC took several days. nine0003
Beforehand, I called the registry office at the place of registration and specified the list of required documents and reception hours. In my case, it was possible to come at any time from 9:00 to 17:00, except for lunch from 12:00 to 13:00. It makes no sense to arrive 5 or even 10 minutes before lunch or the end of the working day. I was promised to issue a certificate within an hour.
As a result, taking into account the waiting in a small queue and filling out the application, the child's birth certificate was issued to me in 30 minutes.
One-time allowance for the birth of a child
Together with the birth certificate, I was given a birth certificate. The certificate is valid for 6 months. It is needed to apply for a federal lump sum for the birth of a child.
I applied for this allowance at my place of work 2 months after the birth of my son. In February 2020, he took the application for payment to the accounting department, attached copies of the marriage and birth certificates of his son, a birth certificate, a certificate from his wife's place of work stating that she did not receive this payment. In April, I was given 17,479.73 R along with salary. If the child was born after February 1, 2022, the payment will be higher - 20,472.77 R.

How to get payments when the child is born

Original passports and marriage certificates must be submitted once when applying for an employee of the MFC or registry office to check the personal data of the parents. The medical birth certificate is taken away.
Birth statement. By law, an application for the birth of a child must be made within a month after the birth. But there are no sanctions for violating this deadline.
Art. 16 of the Law "On acts of civil status"
The most important thing in the application is to correctly indicate the last name, first name and patronymic of the child. The name is not allowed to be composed of numbers, alphanumeric characters, numerals, symbols and signs, except for a hyphen. Also, there should not be swear words, indications of ranks, positions, titles. For example, you cannot name a child Prince Vladimir, Catherine 2020, Peter the Fourth. Art. 18 of the Law "On acts of civil status"
The surname of the child is recorded according to the surname of the parents. If they are different, you can give the last name of one of the parents or double the name of the father and mother in any order. A double surname must consist of a maximum of two words, which are connected by a hyphen.
If the parents are married, the patronymic of the child is recorded by the name of the father, unless it cannot be abandoned according to national custom. In the case when they are not married and there is no certificate of paternity, the mother can give the patronymic. nine0003
At the request of the parents, the nationality of the child can be indicated on the birth certificate. To do this, you need to check the box in the appropriate field of the application and write the nationality.
Nationality is not citizenship. You can be a citizen of Russia, but by nationality - a Tatar or a Chuvash. We are both Russians, so we indicated that our child is Russian.
I wrote an application to the registry office. It turned out that the wife also had to come to confirm the last name, first name and patronymic of her son, which I indicated in the application, and put my signature. We lived not far, so I went to the house, my wife signed the application, and I returned with him to the registry office. How to issue a birth certificate through public services
A child's birth certificate can also be issued through public services. To do this, you need to fill out a special form on the website and send an application for birth via the Internet.
If you apply through public services, the mother of the child does not need to come to the MFC or the registry office: she can put an electronic signature - this is enough to give consent to the name of the child. So I was told in the registry office.
To submit an application through public services, both the mother and father must have a verified account on the portal. Otherwise, the message of public services will ask you to either confirm your account at the MFC, or personally contact the registry office to apply for a birth. nine0003
